Unmanaged DLLs stop package process ?

If there is an unmanaged DLL in a proj, TFS raises a warning
"xx.dll" is not a valid .NET assembly and will be skipped for analysis.

This doesn't prevent the TFS build (subject to settings) - but does prevent the NuGet process. It is reporting
"Aborting the Package Process due to previous errors."

Am I missing a setting, or is this a bug/feature?

ps: with
"Perform Code Analysis = never"
and
"Analyze Test Impact = false"
it will build - but that's a blanket exclusion rather than a nice targeted one.
